R3 is the leading trade body for Insolvency Practitioners, representing 97% of the profession. R3’s Press, Policy and Public Affairs (PPP) Team is committed to communicating the work and concerns of the insolvency profession to politicians, the media and key Government Officials.
The current economic climate is a challenging one, and both personal and corporate insolvency figures look set to remain high for some time to come. This position offers a chance to work on an issue of utmost relevance to the political and media agenda, and one that affects hundreds of thousands of people throughout the country each year.
About the role:
R3’s Policy Officer will take responsibility for driving and delivering the current and future policy agenda for R3 by helping to commission and manage research and maintaining and developing a set of policy statements for use with Parliamentarians and the media. The role will also involve initiating and developing contact with Parliamentarians, Government and stakeholders in order to raise R3’s profile, enhance the reputation of the insolvency industry and deliver R3’s communications messages to key decision makers.
We are looking for a team player with excellent communication skills who enjoys taking on responsibility. Candidates should have a flexible approach and be keen to work across the policy and public affairs disciplines. Working within the dynamic communications team and reporting to the Public Affairs and Policy Manager, the key responsibilities include:
• Develop policy positions and briefings: Work with policy committees and use research to develop a bank of policy and briefing papers to support press and public affairs activity. Includes research reports, issue-based briefings and consultation responses on a range of corporate and personal insolvency topics.
• Respond to Government consultations: Work with the policy committees and members of the PPP team to produce high quality responses to Government consultations.
• Co-ordinate research projects: Liaise with external agencies in order to produce policy and briefing material. Includes the membership survey and think tank projects, but can also encompass snap polling, desk research and the research trackers (Business Distress Index and Personal Debt Snapshot).
• Membership survey: Devise and deliver R3’s quarterly membership survey to collect high quality information to be used for press and public affairs purposes.
• Co-ordination with policy committees: Work closely with R3 staff, Chairmen and members of each group to produce material that can be used for press and public affairs purposes. Work includes helping to set the agenda and drafting papers for discussion.
• Government liaison: Work with the Insolvency Service on key policy issues.
• Stakeholder relationships: Develop relationships with existing R3 stakeholders - including business bodies, not-for-profit agencies and insolvency regulators. Identify organisations that would be relevant to R3 and build contact with them.
• Report on policy issues internally: Verbal presentations at R3 committees.
• Public affairs work: Develop and help run campaigns on insolvency issues to boost profile and secure change; draft PQs and letters to MPs, officials and MEPs; attend MP meetings and stage events.
• Other duties: attend networking events and contribute to press work as appropriate.
Experience, qualifications and skills:
• Degree level education.
• Experience of analysing and developing policy and responding to Government consultations.
• Experience of working in Parliament or Public Affairs essential.
• Knowledge and experience of research projects and surveys desirable.
• Ability to manage multiple projects simultaneously and deliver to deadlines.
• Strong communication skills, including excellent written skills.
• Strong interpersonal skills and the ability to work as part of a team.
First interviews to be held during the second week of January 2012.Second interviews to be held during the third week fo January 2012.Job start to be as soon as possible following second interviews.
