The National Association of Child Care Resource and Referral Agencies (NACCRRA) seeks an accomplished Chief of Policy, Public Affairs and Evaluation to lead NACCRRA's efforts to promote its policy, research and public affairs agenda with federal and state governments, and among leading policy organizations and media. The Chief of Policy, Public Affairs and Evaluation contributes to NACCRRA's mission by providing strategic leadership for an aggressive policy, research and public affairs agenda that influences positive change in national and state level public opinion, engagement, policy and regulation and helps shape the future of child care in America.
Position Duties and Responsibilities:
1. Provide vision, leadership and management Policy, Public Affairs and Evaluation division, including Federal Policy, State Initiatives, Research, Public Affairs, and Parent Engagement.
2. Partner with key Board Members, executives, staff, CCR&Rs and community partners to ensure clarity of NACCRRA's positioning and understanding of strategic objectives.
3. Speak publicly on behalf of NACCRRA to a wide variety of audiences, including delivering keynote addresses and presentations at national and state conferences, speaking to the media, and serving on committees and advisory groups as directed. This position requires routine out-of-state travel up to 30% time.
4. Source and execute new opportunities including new products, services and strategic partnerships that will contribute to NACCRRA's leadership and financial growth.
5. Serve as key player within the senior staff's cross-departmental Executive team, assuring that policy, research and public affairs perspectives contribute to creative solutions to programmatic questions; establish a close, collaborative working relationship with other Executive team members, and provide timely communications within NACCRRA on all significant public policy developments.
6. Provide leadership in developing a policy agenda that promotes NACCRRA's mission and vision.
7. Provide leadership in developing a research agenda that promotes NACCRRA's policy and program priorities.
8. Provide leadership in developing a public affairs strategy that effectively conveys NACCRRA's position and promotes brand identity and fidelity to key audiences.
9. Ensure that sections of website related to public policy, research, and media are kept current.
10. Prepare and oversee division budget, identify potential revenue streams and participate in fund development activities, including grant writing.
11. Ensure a supportive environment within and across departments that promotes employee professional growth and organizational loyalty.
12. Formulate and implement division policies and procedures.
