The Manager Government Programs EMEA is responsible for creating and securing government R&D funding for programs directly aligned with Eaton's business, marketing and technology strategies. Topical focus areas include alternative energy, hybrid vehicles, electrical system efficiency and hydraulic system efficiency. Example specific areas of interest include distributed generation, data center efficiency, mobile microgrids, wind and solar power conversion, digital valve technology for industrial controls and port electrification.
Essential functions;
A. Identify potential funding sources. Create proactive government program ideas. Based upon Electrical and Industrial Sector markets and technology strategies, create government funding ideas, including draft concepts (with concrete goals and objectives), identifying key partners and determining potential country or European, Middle East and African funding sources. Extensively interface with government customers and prime contractors in the development of R&D and demo program concepts. The goal is to identify available funding or create new funding for Eaton programs.
B. Create and submit proposals. Draft and submit winning technical and cost proposals for emerging procurement opportunities. This includes managing the proposal process, creating strategic partnerships and ensuring the submission of a high value proposal. Create procurement opportunities by assisting government customers in developing procurements that matches to Eaton's products, businesses and strategies.
C. Navigate European and National budgeting process to secure funds. Develop and implement effective strategies to steer proposals through government budgeting processes. Advocate on Eaton's behalf at budget meetings, with law makers, and government financial controllers in order to influence the process and access funds appropriately.
D. Develop network of contacts at European and country agencies. Sample target agencies, universities and labs. The purpose is to fully understand the goals and objectives of these agencies, the interests of specific program managers and to convince program managers of the importance of supporting Eaton programs.
E. Serve as Subject Matter Expert for emerging energy technologies. Influence the direction of new energy systems to align government interests with Eaton interests. Gain a depth of technology knowledge by attending conferences, interacting with Eaton experts, other businesses and government representatives -develop a deep understanding of new directions and interests in technology, legislation and global trends.
Specialized Knowledge;
1. Gain quick understanding of Eaton's technology and business strategies. Network extensively with Eaton's business units to fully understand their marketing, product and technology strategies, with the goal of identifying candidate government proposal ideas. Business support will be for Eaton Electrical and Industrial sector.
2. Understand the European and country budget processes. Develop an understanding from budget creation through modification to allocation in order to be able to influence the process and access funds appropriately.
3. Understand the government contracting process. This including technical and cost proposal requirements and basic program management and reporting.
4. Understand government ethics. Understand how to ethically deal with government officials and agencies.
5. Understand Eaton technology. Be able to match specific Eaton programs with current and future funding.
6. Understand Legislation. General understanding of legislation affecting funding in the EMEA region.
Incumbent must be highly focused, creative and extremely competitive. Incumbent must be forthcoming with opinions yet extremely tactful. Incumbent must be able to interact successfully, communicate effectively and "speak the language" with a wide variety of people from engineers to non-technical high-level managers. Marketing and business strategy development skills are critical. Knowledge of one or more of the following is required: alternative energy, wind and solar energy, hydraulic systems, hybrid vehicles, electrical transmission and distribution, energy efficiency and the pursuit of government programs.
An existing network of contacts at European and/or country agencies is preferred. Engineering Degree with advanced degree or MBA preferred. Marketing and Business Development experience is a plus.
