The Policy Director shall provide assistance to the Director General in lobbying the EU institutions on the issues of relevance to the Policy Group concerned. The holder leads the advocacy initiatives originated in the dedicated Working Groups concerned as well as in other forms of organization (taskforce, issue group, etc.) which deemed to be appropriate.  The position provides assistance to the Director General in managing its own staff.

The position reports to the Director General and engages with other DE staff, members and relevant EU constituencies to support the successful implementation of the annual DE work programme in line with the DE statutes and bylaws. Furthermore she / he will provide additional support service and subject matter expert advice to the DE members.

Supervises: TRPG Manager and potentially other team members supporting policy work and respective member services

Key Responsibilities

  • Planning and management of the TRPG related policy work in coordination with the DG, the respective Policy Group Chair, working group chairs and the DE membership in order to achieve DE policy objectives and to drive the successful implementation of the DE work programme; 
  • Lead key initiatives in close coordination with TRPG working groups to ensure that the European legislative framework and Policies keep pace with the ongoing progress of technology;
  • Raise awareness of the benefits of ICT across the European economy, ensuring that legislation and Policies allow European citizens to take advantage of the opportunities being created;
  • Lead Policy work to identify and address the barriers to technical harmonisation and regulatory obstacles hindering the development of the European digital technology industry;
  • Provide technical expertise for policy-makers to ease the harmonised introduction of evolving and emerging technologies and lead DE policy initiatives to participate in strategic market implementation;
  • Lead all TRPG policy initiatives defined with the working groups such as;

o    Broadcast, e-Inclusion, Market Access, Mobile Broadband, Mobile Terminals
o    R&D, Smart Grids, Spectrum, Standardization and Interoperability

  • Provide reporting on meetings inside and outside DE;
  • Drive policy work to support increased and more effective public funding for technology research and development (R&D) to foster productivity improvement and growth;
  • Promote the flow of knowledge between science and industry;
  • Supervise Policy Manager and direct respective staff 
  • Ensure proper information gathering and distribution to members along with suggested analysis and possible action;
  • Assist Director General and members in delivering the agreed advocacy;
  • Monitor EU legislative landscape, identify lobbying opportunities and potential regulatory threats / risks;
  • Propose innovative ways to address policy issues in case regular lobbying approach would prove inadequate or untimely;
  • Pro-actively make suggestions on best practice lobbying of EU institutions to the Director General, the Policy Group Chair and to the Chairs of the relevant Working Groups; 

Key measures of success:

  • Achievement of DE advocacy objectives and successful implementation of work programme
  • Success of TRPG work and related membership feedback and satisfaction 
  • Effective and cost / time efficient management of resources (staff, budget etc.)

Personal Profile

Personality: University degree in Political Sciences, Public Affairs, Public Law, Informatics, Engineering or Business Administration or similar study of relevance, At least 5 years experience as a Policy Manager, preferably in the fields of ICT either on corporate level with a major ICT company, at a leading industry association, public institutions and/or in a renowned agency/consultancy. Experience in supervising and managing teams and staff in a multicultural environment is useful but not required for the position.

Specific job skills: Fluent in English; A working knowledge of another Community language (e.g. French) is useful but not required for the position. Proficiency in standard office software and modern communications technology; ability to effectively lead and coordinate work among representatives of competing members and strong experience in serving and coordinating  multiple stakeholders and managing conflicts successfully in a cross-cultural environment. The Policy Group Directors shall also display the functional skills required to leverage and further grow DE’s network of influence in Brussels and in the member states

Computer skills: Proficiency in standard office software - MS Office 

Sommercial skills: Solid understanding of ICT industry business models and trends

Management ability:Strong project and relationship/communication skills; Ability to motivate and manage small teams for top results; Ability to negotiate and deal with conflict situations
