This position is the primary liaison between CPB and the federal government, including the Administration, Departments, Agencies and Congress. First and foremost among the Director’s responsibilities is to secure full funding of CPB’s appropriations requests to the Administration and Congress each year, funding which represents not only the overwhelming majority of the federal investment in public media but the entirety of CPB’s annual revenue. This work includes managing the appropriations process from developing funding requests, writing the justification, testimony and reports as the annual funding bills move from drafting to the President’s signature.
The Director is also tasked with developing and maintaining relationships with key members of CPB’s Congressional authorizing committees, with an eye toward ensuring that any and all authorization actions (including reauthorization hearings and/or legislation) unfold to CPB and the system’s benefit. Included in this is shepherding, from start to finish, CPB board nominees through the U.S. Senate confirmation process.
This person manages the relationship with the government affairs offices of NPR, APTS, PBS, APM, NFCB and other national public broadcasting organizations with an eye toward advancing public broadcasting’s legislative agenda.
This position will organize and/or coordinate board, management and staff interaction with the Administration and Congress.
Specific Duties:
- Oversees the creation and dissemination of CPB’s annual request for funding to both OMB and Congress, all annual reports to Congress, legislative correspondence and all of CPB’s day-to-day interaction with the federal government.
- Oversees CPB’s interactions with national organizations and stations as it relates to federal funding, authorization or other policy issues.
- Visits offices on Capitol Hill and briefs staffers on CPB operations, public telecommunications issues, and the latest legislative actions affecting CPB.
- Performs other duties as assigned.
- Drafts, disseminates and promotes CPB’s justification for appropriations, manages consultation process with APTS, NPR and PBS.
- Cultivates and maintains effective working relationships between CPB and House and Senate members and their staffs, particularly those serving on committees of relevance to the industry.
- Monitors legislative (legislation and hearings), public policy and other business developments affecting broadcasting and keeps CPB informed in a timely manner.
- Works with CPB Board nominees through every aspect of the confirmation process, from background briefings to Congressional meetings to hearing preparation to floor consideration to confirmation.
- Works with Members of Congress on local station grant announcements.
- Writes and distributes all legislative correspondence for CPB, including statutorily-mandated annual reports to and inquiries from Congress. Coordinates the responses and messages with other corporate and public affairs staff, VPs, and the executive office.
- Works with national public broadcasting organizations and other organizations with an interest in public broadcasting to develop the industry’s legislative agenda.
- Briefs the CPB Board on Congressional developments.
- Assists the SVP, Communications and Government Affairs in planning and preparing officers and board members for testimony before Congress, including writing testimony, providing background briefings, and providing talking points on issues that might be raised. Works with OMB, the FCC, the U.S. Department of Education and other executive branch agencies on budget and other matters of significance to CPB and the industry.
- Serves as initial backup on press matters.
Required Qualifications:
- Bachelor’s degree in public policy, public administrative, government affairs or a related field, or equivalent experience.
- Six years of related experience concentrated on legislative activities in the U.S. Senate or House of Representatives, and/or government affairs/public policy development, implementation, and administration (e.g., government affairs, corporate or trade association representation).
- Working knowledge of rules/procedures of U.S. House of Representatives and U.S. Senate and their respective committees and of budget/appropriation processes.
- Demonstrated excellent communication skills, both written and oral, with work experience in preparation of Congressional testimony and management of all facets of preparation for Congressional hearings.
- Ability to identify issues, formulate policy recommendations, and develop and present clearly and concisely corporate legislative strategies.
- Ability to foster and develop variety of personal working relationships and contacts, and to interact effectively with trade associations and groups having common purposes and goals.
Desired Qualifications:
- Graduate degree in public policy, public administration, government affairs, or law, or equivalent experience.
- Work experience in telecommunications or media industry, preferably public broadcasting.
- Work experience highlighted by demonstrable congressional legislative accomplishments from inception of public policy issues to formulation.
- Evidence of ability to take a leadership role and establish records and systems to accomplish duties and improve the efficiency and effectiveness of operations.
